Laos

Labour cost, supply base depth, logistics infrastructure, trade access, and quality scores for Laos as a sourcing destination.

Labour cost competitiveness

9

Cheapest labour in Southeast Asia. Manufacturing wages among the lowest in ASEAN. Highly competitive for basic labour-intensive production.

Supply base depth

2

Very limited supply base. Garment sector is emerging but small. No complex manufacturing ecosystem. Heavily dependent on imported inputs.

Logistics & infrastructure

3

Landlocked but China-Laos railway (2021) significantly improves connectivity to China. Road infrastructure limited. Dependent on Thai and Vietnamese ports for sea freight.

Workforce skills

3

Small labour pool of 7.5 million. Low English proficiency. Technical skills limited. Literacy improving but vocational training infrastructure is underdeveloped.

Scalability

6

Very small economy but low base offers moderate growth potential. China-Laos railway opens new corridor possibilities. Population size is the binding constraint.

Ease of doing business

3

One-party state with centralised decision-making. Regulatory framework underdeveloped. Foreign investment regime improving but bureaucratic processes remain slow.

Trade access & tariffs

2

EU EBA duty-free access. ASEAN member with intra-ASEAN tariff preferences. China-Laos railway improves effective trade access to Chinese market.

Sustainability baseline

2

Hydropower is a major energy source — cleaner energy mix than many peers. Environmental regulation is weak. ESG audit infrastructure minimal.

Innovation & IP

3

Negligible R&D investment. No significant patent activity. Innovation ecosystem essentially non-existent. Dependent on technology transfer from foreign investors.

Quality standards

2

Quality management systems and third-party audit infrastructure are very limited. Garment sector relies heavily on buyer-imposed quality standards.

Labour & Cost Competitiveness

Labour & Cost Competitiveness

Wage level
Laos has the cheapest labour in Southeast Asia. Manufacturing minimum wages are among the lowest in the ASEAN region, making it cost-competitive for basic labour-intensive assembly and garment production.
Workforce profile
Population of approximately 7.5 million — one of the smallest labour pools in ASEAN. The one-party state (Lao People's Revolutionary Party) controls labour regulation. Independent trade unions are not permitted.
Emerging sectors
Garment manufacturing is the primary emerging export sector. Hydropower is a major export earner — Laos exports electricity to Thailand, Vietnam, and Cambodia. Agricultural commodities (rubber, sugarcane) are also significant.

Infrastructure & Market Access

Infrastructure & Market Access

China-Laos railway
The China-Laos railway (operational since December 2021) connects Vientiane to Kunming. This dramatically improves freight connectivity to China and provides a potential alternative corridor for goods reaching ASEAN markets.
EU trade access
Laos benefits from EU Everything But Arms (EBA) preferences, granting duty-free, quota-free access for all products except arms. This is a significant cost advantage for garment exports to the EU market.
Scalability constraints
Very small population, limited industrial infrastructure, and landlocked geography constrain manufacturing scale. Laos is better positioned as a niche low-cost origin than a volume manufacturing hub.
