Lesotho
Labour cost, supply base depth, logistics infrastructure, trade access, and innovation scores for Lesotho as a sourcing destination.
Labour cost competitiveness
7
Low wages by global standards. Textile sector wages are competitive for basic garment production. Labour costs are a key attraction for AGOA-focused manufacturers.
Supply base depth
3
Narrow supply base. Textile sector exists but is AGOA-dependent. Diamond mining is capital-intensive. No broader manufacturing ecosystem.
Logistics & infrastructure
3
Landlocked enclave within South Africa. All sea freight via South African ports (primarily Durban). Road infrastructure adequate but adds transit cost and time.
Workforce skills
3
Textile sector workforce trained for basic garment production. General education levels moderate. Technical and professional skills limited. ~2.3 million population constrains specialist availability.
Scalability
4
Small population (~2.3M) limits scale. Textile sector has some expansion capacity. Diamond production constrained by geology. Water exports constrained by infrastructure and climate.
Ease of doing business
3
TI CPI 37. Political instability history. Regulatory environment functional but dependent on South African systems for trade logistics. SACU membership provides some institutional framework.
Trade access & tariffs
3
EU EBA and US AGOA provide duty-free access to both major Western markets. SACU membership gives regional access. Favourable preferential terms but landlocked geography limits practical trade.
Sustainability baseline
3
Water exports via Highlands Water Project demonstrate environmental resource management. Textile sector ESG varies by factory. Limited sustainability reporting infrastructure.
Innovation & IP
1
No R&D infrastructure. No patent activity. Innovation ecosystem absent. Diamond sector uses imported technology.
Quality standards
3
Textile factories meet buyer quality requirements for US market brands. Diamond mining operates to international standards (Letseng). Quality certification infrastructure limited outside these sectors.
Key Export Sectors
Key Export Sectors
- Textiles
- Lesotho's garment manufacturing sector is the largest formal employer. Factories produce primarily for the US market under AGOA preferences. Products include denim, knitwear, and basic garments for major US brands.
- Diamonds
- The Letseng mine (Gem Diamonds) produces some of the world's highest-value diamonds by price per carat. The mine has yielded several record-setting stones. Diamond exports provide significant foreign exchange but limited employment.
- Water
- The Lesotho Highlands Water Project exports water to South Africa's Gauteng province. This is a strategic infrastructure asset generating royalty income. Phase II expansion is underway.
Trade Access & Business Environment
Trade Access & Business Environment
- AGOA
- AGOA eligibility is the foundation of Lesotho's textile export sector. Duty-free access to the US market for qualifying garments. Loss of AGOA eligibility would be devastating to the manufacturing base.
- EU EBA
- EU Everything But Arms provides duty-free access as an LDC. Combined with AGOA, Lesotho has preferential access to both major Western markets.
- Landlocked constraint
- All imports and exports must transit through South Africa. Durban is the primary sea freight corridor. Transit adds cost and time. Total dependency on South African infrastructure and border efficiency.
